This paper presents the fuzzy comprehensive evaluation assessment model to identify the precautionary measures by the way of fuzzy factors. Fuzzy Factors can be used to evaluate the change in the climate situation. By improving further, the rules are framed and its implications are demonstrated for the new precautionary measures.
